The truth is that the term tolerance has come to the forefront and into use in recent years as an expression of an important reality experienced by different regions of the world that are witnessing armed conflicts and serious violations of international humanitarian law and human rights. Incitement to violence in all its forms, the absence of any form of tolerance, and a repugnant racism that has dominated these conflicts have led to the commission of such grave violations. The close of the last century was marked by serious violations in the former Yugoslavia and Rwanda, where more than one and a half million people fell victim in both countries. The world continues to suffer from the effects of these crimes to this day, without interruption or decline in their numbers, and across different regions of the world.
To confront this widespread incitement, the United Nations has begun issuing multiple positions through its organs condemning hatred and intolerance, the most recent of which was the adoption of Security Council Resolution No. 2686 in June 2023. This paper examines the legal dimensions of the aforementioned Security Council resolution, the levels of compliance by UN Member States, and the results of such compliance. It is also important to refer to the United Nations Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief of 1981 as a genuine starting point that paved the way for the issuance of such a resolution.

الحقيقة ان مصطلح التسامح قد ظهر للواجهة والاستخدام خلال السنوات الماضية كتعبير عن واقع مهم تعيشه مناطق مختلفة من العالم تشهد نزاعات مسلحة وانتهاكات جسيمة للقانون الدولي الانساني وحقوق الانسان، حيث اعتبر التحريض على العنف بكافة اشكاله وغياب اي شكل من اشكال التسامح مع عنصرية مقيتة طغت على هذه النزاعات قادت الى ارتكاب هذه الانتهاكات الجسيمة. وقد كانت خاتمة القرن الماضي بانتهاكات جسيمة كان غياب التسامح والتحريض سببا رئيسا لها في يوغسلافيا السابقة ورواندا راح ضحيتها اكثر من مليون ونصف في كلا البلدين ولايزال العالم يعاني منها لحد اليوم دون انقطاع او انخفاض في ارقامها وفي كافة مناطق العالم المختلفة.
ولمواجهة هذا التحريض الذي انتشر بشكل واسع شرعت الامم المتحدة باصدار مواقف متعددة عبر اجهزتها تدين الكراهية وانعدام التسامح كان اخرها صدور قرار مجلس الامن رقم 2686 يونيو 2023. في هذه الورقة سيتم معالجة الابعاد القانونية لقرار مجلس الامن اعلاه ومستويات الالتزام به من جانب الدول الاعضاء بالامم المتحدة ونتائج الالتزام بهذا القرار من طرف الدول الاعضاء.كما من المهم الاشارة لاعلان الامم المتحدة بشان القضاء على كافة اشكال التمييز على جميع اشكال التعصب لسنة 1981 كبداية حقيقية مهدت لاصدار هكذا قرار .
